FOREWORD BY CHAIRMAN OF CONFERENCE On behalf of this ELECO’99 Conference organization ý extend to you, all the participants, our cordial welcome to Bursa, Turkey. This is the first time that an International Electrical and Electronics Engineering Conference has been held in Bursa, a city cradled between spectacular mountains and a green plain an done of the terminals of “silk road” from east to west, and Turkey as a crossroad where three continents meet. The scope of the technical program makes this probably the largest conference in Electrical and Electronics Engineering ever held in Turkey. This volume of Proceedings includes about 200 papers by authors from more than 28 countries. In addition to the contributed papers, these proceedings include some invited papers by outstanding authors, wich extended overviews of a highly tutorial value. I am confident that ELECO’99 will stand as a proud tribute to all these that have contributed so much to make his ELECO’99 in Bursa, Turkey, both as a high quality technical meeting and fort he opportunity to meet other colleauges between sessions and during the social events. I wish your participation in this meeting will be successful and your stay in Bursa enjoyable and memorable. I would like to take the opportunity to thank the members of the ELECO’99 Organization, the secretariat and their co-workers for their hard work.
