On behalf of the
Conference Committees of ELECO’03, I would like to welcome to all participants,
who are coming from 18 different countries, 4 different continents. As it was
stated earlier that every paper has been reviewed and, comments and remarks of
referees have been carefully implemented during the paper selection process.
Finally 165 papers are accepted for presentation. I should thank to all
contributors for their interesting papers.
This conference is a
third ELECO event. The previous conferences were held in 1999 and 2001. Again
the conference venue is Bursa, which is one of the most popular historical and
touristic city in Turkey, at one side Uludađ is located as a skiing resort and
at the other sides there are many sea resorts, beaches and two lakes. Bursa was
an important city during West Roman Empire period that covers the first
millennium, as well as the Ottoman Empire period, which covers the most of the
second millennium.
Bursa is not
only famous with its natural beauty but also important with its industry. It
was traditionally a silk and textile town, now hosting to automotive, machine
tool, chemical, food, electronics and software industries.
ELECO’03 is
jointly organised by two universities and the Chamber of Turkish Electrical
Engineers Bursa Section. One of the organising universities is Uludađ
University, which is located in Bursa. Uludađ University’s development is
continuing ever since it was established in 1975. The other organising body is
Istanbul Technical University (ITU) that is celebrating the 230th
anniversary in this year. No need to mention that I am proud of being one of
the graduates of ITU.

ELECO
conferences are becoming traditional biennial events. I hope this conference
would contribute to the science and technology, and also promote the
understanding and friendship between the scientist and engineers gathered from
various countries.
